About Community Growth Works
A Partner Rooted in Experience and Purpose
Mike Hagan founded Community Growth Works after more than 30 years leading complex organizations in financial services and rural Georgia healthcare. As a hospital executive for 14 years in Vidalia, he learned firsthand what it takes to secure funding, manage competing priorities, and deliver results for communities that cannot afford to fail. He started this firm because he believes rural Georgia families deserve the same opportunities as anyone else, and he has spent his career building the skills to make that happen.

What types of communities and organizations do you work with?
Our primary clients are city managers, county administrators, and development authority executives in rural Georgia. We understand the specific funding programs, eligibility requirements, and regulatory environment that shape your work including CDBG, USDA Rural Development, GEFA, OneGeorgia, EDA, and Georgia DCA programs. We also work with rural hospital leaders on a project basis.
Do you help with grant administration as well as applications?
Yes. Many communities secure a grant award and then find the reporting, compliance, and documentation requirements difficult to manage alongside daily operations. We provide post-award grant administration support to keep your project on schedule and your funding protected. For many clients, this is where the relationship delivers its most immediate value.
We already have a grant writer through our regional commission. Can you still help?
Absolutely. Many of our clients work with regional commission grant writers on specific applications. We serve as the data and intelligence resource behind those engagements providing eligibility analysis, compliance framing, match documentation, and application data. We make sure the writer has everything they need and your city manager is not spending time coordinating between them. We handle that.

What geographic areas do you serve?
We are based in Toombs County and focused primarily on rural south Georgia communities. We know this region, its leadership networks, and the federal and state funding sources most relevant to it including DCA, GEFA, USDA Rural Development, and EDA Region 3 programs.
